Child Care Consulting, L.L.C. in Washington State is a trusted resource for parents, the public, attorneys, para-legals, child care providers/caregivers, resource and referral agencies, the media (television, radio, internet news and newspapers), legislative representatives and senators, their legislative aides, non-profits (such as Washington Parents for Safe Child Care)as well as the Department of Early Learning itself.

Margo Logan is my name, and I worked for Washington State's Department of Social and Health Services (DSHS) for over 20 years, including 13 years as a licensor (now known as the Department of Early Learning)of child care facilities and child care providers. I investigated applicants for "character, competence and suitability" and I investigated complaints on child care homes. Based on this experience and my successful record in legal hearings, I now offer Child Care Consulting in Washington State, a website and a service.

I am on a mission to make licensed child care safer. Others, notably Washington Parents for Safe Child Care, are on the same mission. What I bring to the effort is my experience inside the state’s child care licensing agency. I know from experience how the system works—and how it doesn’t. I am here to help you navigate the bureaucratic waters of the department of early learning.

I can help you find and understand the information that the state’s child care licensing agency, the Department of Early Learning (DEL), often prefers to keep secret. Ask me questions, request that I address a particular subject on this website, or share information with me. I may be able to refer you to other advocates that may also be able to help you. I’d love to hear from you.

This website provides information that you won’t find on official Washington State websites and looks critically at our state’s child care system. It also gives credit where credit is due to individuals, agencies and organizations who have acted in accordance with the law that states that the health, safety and well-being of the child in care is the paramount concern when licensing facilities and providers.

The “Eye on Gov’t” page offers a critical look at the Department of Early Learning (DEL), which is directly responsible for the licensing of child care facilities and providers. This page also focuses on other players such as the Governor’s Office, the State Auditor’s Office, the Office of Financial Management, the Children and Family Ombudsman’s Office, the child care resource and referral agencies, the Attorney General’s Office and the Legislature.
