Child Care Consulting provides child care/day care litigation consultation/advise to lawyers, attorneys, paralegals and law firms nationwide.
It is a resource to parents, administrative law judges, assistant attorneys general, child care licensing staff/managers/analysts/directors, the public, child care providers/day care providers, resource and referral agencies, the media (television, radio, internet news and newspapers), legislative representatives and senators, legislative aides, non-profits and state licensing agencies nationwide.
Margo Logan is my name and I am an expert witness for civil trial cases as well as administrative hearing cases.
I worked for Washington State's Department of Social and Health Services (DSHS) for over 20 years, including 13 years as a licensor of day care/child care facilities and child care/day care providers. I investigated applicants for "character, competence and suitability" and I investigated complaints on child care homes. I had the most successful licensed child care enforcement record in the state.
I am on a mission to make licensed child care safer through the achievements of legal case findings/verdicts, consultations to child care licensing agencies, legislation and the teaching of child care staff and managers. With a masters in social work administration and my experience inside Washington State’s DSHS and DEL child care licensing agency I know how the system works—and how it doesn’t. My years of research and having some out of state cases confirm across the nation the laws, regulations and problems are similar to Washington State.

I can help you find and understand the information that the state’s child care licensing agency, the Department of Early Learning (DEL), often prefers to keep secret. Ask me questions, request that I address a particular subject on this website, or share information with me. I may be able to refer you to other advocates that may also be able to help you. I’d love to hear from you.
This website provides information that you won’t find on official Washington State websites and looks critically at our Washington State’s child care system. I also give credit where credit is due to individuals, agencies and organizations who have acted in accordance with the law which states the health, safety and well-being of the child in care is the paramount concern when licensing facilities and providers.

The “Eye on Gov’t” page offers a critical look at the Department of Early Learning (DEL), which is directly responsible for the licensing of child care facilities and providers. This page also focuses on other players such as the Governor’s Office, the State Auditor’s Office, the Office of Financial Management, the Children and Family Ombudsman’s Office, the child care resource and referral agencies, the Attorney General’s Office and the Legislature.
The “Articles” page contains articles I have written regarding child care and state government. Other articles of interest will be posted, for example, by David Moody, the attorney who assisted two year old Hailee.
The “Services” page outlines the services I offer as a professional day care/child care litigation consultant/advisor, researcher, teacher and presenter.
